Baldwin County Schools is studying a proposal to combine two elementary schools into one unified K–5 campus. We want to share why this is being considered, what it could mean for students and families, and how your voice will be included in the process.

Why Are We Considering This?
​
Over the past several years, enrollment at both schools has declined. Today, both buildings operate below their designed capacity. Maintaining two underutilized campuses requires duplicated staffing, utilities, and operational costs.
By bringing students together into one K–5 school, we can better align our resources with enrollment while strengthening the overall learning experience for students.

Why Aren’t Lakeview Primary and Lakeview Academy Being Combined?
As part of this review, all elementary campuses across Baldwin County Schools were evaluated using the same criteria: enrollment trends, facility capacity, transportation impact, and long-term sustainability.
At this time, the data does not indicate that combining Lakeview Primary School and Lakeview Academy would provide the same level of benefit. Their current enrollment patterns and building configurations do not create the same operational challenges as the proposed consolidation.
We will continue to monitor all schools and evaluate future needs as enrollment changes.

1. Where will students and staff be placed?

Final placements will be communicated directly to families and staff by Mid-March. Assignments will be based on grade configuration, certification, enrollment numbers, and maintaining balanced class sizes.

2. How will this affect Midway Hills Primary?
​
Rather than leaving the Midway Hills Primary building vacant, the district will repurpose it as the Baldwin Success Academy. This ensures the facility continues to serve students while addressing specific academic and behavioral needs.

3. How will this affect Midway Hills Academy?
​
Midway Hills Academy students will become the new K-5 grade level school for the Midway Hills zone. Academic programming will continue without interruption, and students will maintain access to core instructional services. The goal is improved long term academic stability and resource alignment. Support systems will be in place to ensure smooth academic and social transitions.

4. How will staff and paraprofessionals be affected?
​
Staff and paraprofessionals may be reassigned based on certification and district needs. The district’s priority is to retain employees and place them where they can best support students. If reassigned to the Baldwin Success Academy, the Early Learning Center, Midway Hills Academy, Oak Hill Middle School, or Baldwin High School, staff may consult with Human Resources regarding available openings, though final placement decisions will reflect district wide needs.

5. How will IEP services be handled?

All Individualized Education Plan (IEP) services will continue without interruption. Services are federally protected and will follow students to their new campus placements in compliance with IDEA guidelines.

6. What is the projected graduation rate under this model?
​
The consolidation is designed to improve long term student outcomes by strengthening grade level alignment and providing earlier academic interventions. Graduation rate projections will be shared once implementation data is available.

7. What will the staff-to-student ratio be?
​
The district will maintain ratios that meet Georgia state requirements. Staffing adjustments will be made as enrollment numbers are finalized to ensure balanced classrooms.

8. Why are only the Midway schools merging?
​
The decision was based on enrollment trends, facility capacity, transportation zones, and long term district planning data. Each campus was evaluated individually before determining consolidation needs.

9. What is the plan for Lakeview schools?
​
At this time, Lakeview Academy and Lakeview Primary will continue operating under their current structure. The district will continue monitoring enrollment and legislative impacts before making future adjustments.

10. How will pick-up and dismissal be handled (especially for 3rd and 6th graders)?
​
Updated transportation and dismissal procedures will be shared prior to implementation. Plans may include staggered dismissal times, increased supervision, and traffic flow adjustments to ensure student safety.

11. Why wasn’t this shared sooner?
​
Planning required careful review of legal, financial, and staffing considerations. Information was shared once decisions were confirmed to ensure accuracy and prevent misinformation. The district is committed to transparency.

12. Will teachers be moved if enrollment increases at Lakeview schools?
​
If enrollment shifts significantly, staffing allocations will be adjusted to maintain appropriate class sizes. This may include reassignment or new hires depending on funding and need.

13. Will this increase behavior concerns?
​
Transitions can temporarily increase student anxiety. To address this, campuses will implement proactive behavior supports, counseling services, and clear expectations to ensure a positive learning environment.

14. How will we prevent an economic divide between different areas of the district?
​
With the assistance of an outside consultant, we reviewed street level data, demographic impact, and transportation efficiency before drafting the proposal. The district is committed to equitable funding, staffing, and programming across all schools. Resources will be allocated based on student need, not geography.

15. If families do not support the change, can it be reversed?
​
Structural decisions are based on long term planning and budget commitments. While feedback will continue to be reviewed, immediate reversal is unlikely. Adjustments may be made as implementation progresses.

16. Will K–2 teachers at Midway Hills Primary be transferred?
​
K–2 teachers will be placed according to certification and district need. Whenever possible, educators will remain in grade levels aligned with their expertise.
