2025 Distinguished Alumni: Judge Todd Blackwell’s Path to Public Service


A Lifelong Journey of Leadership and Service


The Baldwin County School District has produced many leaders, but few have taken as diverse a path as Judge Todd Blackwell, a proud graduate of Baldwin High School’s Class of 1982. From early ambitions in engineering and athletics to a career in public service, Blackwell’s journey is a testament to following opportunities, instincts, and faith. Now serving as the Probate Judge of Baldwin County for over 25 years, his impact on the community continues to grow.



From Baldwin High to Finding His Path


As a student at Baldwin High School, Blackwell explored a variety of interests. He earned a vocational certificate in architectural drafting while also considering ROTC and baseball. After graduation, he attended Georgia Southern University, initially majoring in civil engineering. However, like many young adults, he soon realized that his path was still unfolding.


“I was probably like most kids in school,” Blackwell reflected. “I didn’t know exactly where my path would take me. I was searching.”


That search led him back to Milledgeville, where he took a job at Rheem Manufacturing Company. Starting on the assembly line, he worked his way into engineering and later attended the Maynard Management Institute in Charlotte, North Carolina, specializing in time study and methods engineering.


Even then, Blackwell continued to explore different avenues. He later pursued an HVAC certification at Dublin’s vocational school, commuting after work to expand his skill set. He never hesitated to pivot when opportunities arose, a quality that would serve him well in his future role as Probate Judge.


A Call to Public Service


In 1998, an unexpected opportunity emerged: the position of Baldwin County Probate Judge was opening up. At the time, Blackwell had developed a deep interest in genealogy and historical records, often visiting probate courts to research family history. That passion, combined with a sense of divine intervention, led him to run for office.


“I don’t believe anybody is successful on their own,” he explained. “I’m just the end result of a lot of people working to get me to where I am—my family, my teachers, my community.”

Blackwell won the election and has served as Probate Judge ever since, earning the trust of his constituents through dedication, fairness, and deep respect for the law.


Understanding the Role of Probate Judge


Many people may not realize that probate court is one of the most common ways individuals interact with the legal system. Blackwell describes it as the court that touches nearly every family at some point in their lives. 


Additionally, Blackwell has been a key figure in state-level governance, serving on the Probate Judges Council Executive Committee, the Georgia Election Officials Executive Committee, and working closely with the Georgia Secretary of State’s office. His work has taken him beyond Milledgeville, allowing him to advocate for local needs at the state level.



Lessons from Baldwin High and Advice for Students


Looking back on his time at Baldwin High School, Blackwell credits his education for providing a foundation of opportunity. “I never felt that I was limited,” he said. “If anything, I was only limited by myself and my own focus.” For students unsure about their future, Blackwell encourages them to explore, adapt, and remain open to change.


“If you know what you want, focus on it and pursue it. But if you don’t, that’s okay. Take your time, try different things, and trust the process. You don’t have to have it all figured out right away.”


His journey—from a student uncertain of his path to a respected community leader—serves as a reminder that success doesn’t always come from a straight line but from the willingness to take opportunities as they come.


After nearly three decades of service, Judge Todd Blackwell continues to shape Baldwin County through his work, ensuring that the court remains a place of fairness, accessibility, and community support. His legacy as a Baldwin Distinguished Alumni is not just about his career but about his commitment to service and his belief in the power of education and perseverance.
